Will a Picatinny accessory fit a Weaver rail?
Often not, though the reverse usually works. Weaver-spec accessories generally fit Picatinny rails; Picatinny accessories frequently will not fit Weaver.
The two rails look alike and are not the same specification. Picatinny is MIL-STD-1913, which fixes both the width of the recoil slots and the distance between them. Weaver fixes neither: its slots are narrower and are cut wherever the maker wanted them.

That asymmetry is the whole answer. A Weaver accessory has a narrower recoil lug, so it drops into the wider Picatinny slot. A Picatinny accessory has a wider lug and a Weaver slot may simply be too narrow to take it — and where a mount spans two slots, the missing spacing standard means the second lug may not line up with anything at all.
Caution: Neither rail was designed to be forced. If a mount needs pressure to seat, it is not fitting — filing a slot to make it go leaves the mount located by a surface that is no longer square, which is a zero that will not hold.
